Is it possible for an eduational institution to purchase/lease an island and limit teen users to that island (and restrict access to the island)?

Yes, I believe there is a program like that for 13-15 year olds in SL, they are restricted to the land owned by the sponsoring institution. As stated here http://community.secondlife.com/t5/Inworld/Bringing-Teens-to-Second-Life-s-Main-Grid/ba-p/670851
