Does it cost both parties now to partner?

That much hasn't changed in many, many years.  It's been the same since at least 2007, which is as far back as my personal knowledge goes.  See the Knowledge Base:

Second Life couples can make their relationships official. Whether you're married or just connected, you can designate your partner on your profile inworld and make your relationship visible to the rest of the community.

now that would be perhaps a good thing to raise   ... partners seem to change faster than in the old days
a year often was't a exception, but now for some it's nearly daily news.

Yup, and the price to dissolve a partnership has always been higher -- L$25 -- than the price to form one .... as it should be.
