It sounds like there is some confusion here, so let me give it a try.

There ARE houseboats available.  If you go to the Linden Homes signup page and indicate that you are looking for a houseboat, you should see some that are open right now.  Since the Lab started releasing Victorian homes last week, there's been a lot of activity -- people abandoning one style of home and choosing another. There are two different options among houseboats.  Some are on 16m x 64 m parcels and some are on square 32 x 32 m parcel, so both options are 1024 sq m and they have a land impact allowance of 351.

Now, you don't have to use all of the 351 prim allowance, but you can't "transfer" the unused allowance somewhere else.  That doesn't work.  The only time you can share the allowance that you have on separate parcels is if the parcels are both on the same region. Since you are not allowed to own two Linden Homes,  that's not going to happen.

Certainly.   Stand in your home and return all of your belongings to your inventory, one item at a time.  Then click World >>> About Land >>> General >>> Abandon Land .  Once you have done that, you will no longer have a Linden Home and you may request a new one.  There are other, more subtle strategies like opening a second Premium (alt) account and having that account request its own Linden Home.  Once it has been successful, abandon your home and start using the other account as your main one.

Houseboats are what I wanted when I signed up for premium. I have PRIMS I am not even using so many best to just add those to land I am using unless I can get some houseboat  on the water.  Someone said you can transfer the extra prims to our other properties

No you can't transfer prims to another property.  There are currently houseboats available in the premium homes landing page

only on mainland/ private estates IF the parcels are on the same Region.
This will nót work at Linden Homes, as you can not own more than one, and also groups can't own a Linden Home.

if you want fun, go play outside.. posting the exact thing again after getting complete and correct answers about your prim theory, in this case it's wrong,  is just wasting time.
You have no prims, prims are tied to land use, and you can't use those at a houseboat. that parcel ( yes even water is a parcel) comes with it's own 351 Li (prims)

If you want a houseboat, be sure to be premium and sign up for one, if available.
