Beard/Hairbase/Face tattoo combo?

No, you can do it with Catwa. Even though there are only two layers, the layers are split into sections so you can apply more than one item to the same layer, IF they are in different sections.  On a male head, the sections are Hairbase, Beard, Eyes, Eyebrows, Mouth, Neck.  Individual appliers may add to more than one section, for instance Facial hair usually goes on the beard AND the mouth section. You don't usually get to choose this; the applier will do it for you.

In your case it's likely that the beard and the tattoo are going to apply to the same section, so you will need to apply those to different layers. For realism, you'll want the tattoo on the lower layer and the beard on upper. Now, normally from the applier, it will go to the Lower layer automatically (some give you a choice but not all). So what you need to do here is apply your beard first on the lower layer. Then, get your Beard & Hairbase hud out of the pack your head came with, and Save your beard in one of those Save slots. Then clear it off the lower layer.

Next, apply your tattoo and your hairbase, both to the lower (default) layer. Because they are applying to different sections, they will work together.

Finally, return to your Beard hud and use that to load your beard to the upper layer (select layer from the hud and make sure the Blend slider is all the way to the left). 

If your tattoo is a scalp tattoo, then it's the hairbase it clashes with, so you'll need to save either the hairbase or the tattoo to your hud and apply this to the upper layer instead of the beard.

If BoM was a big thing, and your skin was made to fit the head, you would be ready and dressed in a minute. Then your beard, hairbase and tattoo would be on a tattoo layer, you could just click them in your inventory and choose "add".

Sadly BoM is going slow, and the best (male) skin makers all use appliers. Something that makes BoM useless.
