Mainland payment dates?

So I had thought that the payment dates for the mainland was 1 month after you buy a SIM from someone I got it on the 1st. it was in the past, but I was just charged a $103 I had in my account and was billed another $73 to pay for it. That's well and fine, but I don't recall any email of payment date changes.

when you buy  a region the original billing date doesn't change, a region once released to the first owner will always keep that billing date. Most honest or who think about it, will make the price partially based on the remaining time at date of sale
