I canceled an order, but my limit still went done. Is this normal?

I was going to buy some lindens, but I realised I didn't remember if I updated my address on my card after I moved so I hit the back botton. when i checked my account later my buying limet was down. is this normal? i will provide any info needed. thank you. The order Id is

Never mind it fixed itself. Probably should have been patient. Just excited to start doing stuff after months of not being able to play because of some real life stuff. Sorry
