It depends from the requirements and, therefore, the amount of work required for delivery. it boils down to a few factors:

• Default compatible? (skin compatibility, animation compatibility with what's already out there)
• biped or not? (need skin and or custom animations)
• has to be modular or unique? (modular being split in parts with a devkit to allow modding and have parts changed)
• final perms to the customer (full perms is WAY more costly)
• can be resold after delivery?

There could be more factors i didn't think of, but these, in my opinion, are the main ones.
