Thanks In order to waterform, the water needs to be frozen, and we all know it never gets that cold in SL. 1

Thanks Water... wut?! Water tends to be annoyingly liquid. "Hard to form fluid water is," as Yoda would say. Unless, as @Fritigern Gothly said, it's frozen. Then we call it ice-sculpting.
Nova Convair
There is no water in SL. The server tells the viewer a number. That's the height of the surface. The viewer will draw a water plane at this level. No water in the sim, no terraforming. Of course it's imaginable that there are multiple water areas where you determine the position, shape and level. That would be a feature request though. The whole landscaping/water/environment is very poor in SL. But EEP is a 1st step - if LL gets that implemented properly.
Love Zhaoying
You can add a “water” texture wherever you want, whether moving or static. Just buy a water texture on the marketplace, and set a prim to use that texture. Make the prim dimensional and phantom, and you can be “in” it.
