If I stretch a square prim across an entire region at 4,000m height and make it a bit transparent and full-bright red, will the region have a permanent red sky and a red glow on all objects? Short answer- NO. Longer answer - Typically you would use Windlight(R) to do what you want. I chose the EUPHORIA Sunset 1 sky, and made a few changes getting rid of the ugly square stars (Str. Bright =0) and changing the Ambient (what makes the atmosphere red) to red. The sky was already red from the Euphoria preset. This in 3rd Party viewers like Firestorm.
