If you don't want to pay for any tier, then you'll need to abandon you current 512 plot.

You don't actually 'register' for a new plot.  When they are released, you go to the page and try to get one -- same page that you use to claim the old Linden Homes at.  So you don't have to abandon until we are closer to the release point.  Last time Patch gave us 24 hours notice.
