Question

Some of the parcels that are up for auction have buildings (and sometimes furnishings) already on them.  Does that mean that the building is included in the auction?  Or is it just window dressing?

(I did check to make sure the building was actually withing the boundaries of the parcel, and they are.)

Thanks!

when a parcel is set for sale then there is an option to sell the parcel with or without the objects on it.  For the objects to be sold then they must have Transfer permissions so that the buyer will actually get the object.  Which they won't when the objects are No-Transfer permission, no matter how the sale is set.  Pretty much your thought that its window dressing is correct in most cases. You won't get the buildings far more times that you will

A couple of nitpicky points...

When Linden Lab auctions a parcel, it will never have any objects on it.  The parcel description is always in the same format, such as

Senibomb (240,144) Moderate 1024m

(Region name, coordinates, Maturity rating, parcel size)

Recently, LL expanded the auctions system to allow Residents to auction off parcels they own.  These parcels usually have descriptions that don't conform to the LL format.  They may also have objects on the land.  (There are filter buttons on the auction page, too, that let you see only LL or only Resident auctions.)

You should always visit parcels you are thinking of bidding on.  When you do, right click the ground and choose About Land.  On the General tab of the About Land window, near the bottom, you will see a notation, "Objects included in sale" or, more commonly, "objects not included in sale."

As Mollymews says, if the objects on the land are transferable, they will become yours when you buy the land.  If they are not transferable (which is more often the case), the owner intends to leave them, but you won't have any permissions to move them or take them into your inventory.  The only thing you can do is Return them to their owner.  A much surer, but more labor intensive, solution is for you and the previous owner to go around the place.  The object owner sets her things to sell to you, for $L0, and you buy them.  It's tedious, it works best for builds that the owner has created herself, not purchased, and it's easy for one of you to miss some things, but it is the best way to make sure that you really do own that stuff.
