on mainland no. The +/- levels are what they are

best we can do when we want to lower is to lower as far as it will go, then flatten. Then to keep faith with the neighbours, smooth the edges of our parcel so our parcel terrain blends better with the neighbouring parcels

a way I go about this is to cut out the middle of the parcel so is 2 parcels. The center parcel and a 4 meter border around the edge boundaries. Lower/Flatten the center parcel as one unit. When is flat then select the border parcel as one unit and Smooth it.  When is as smoothed in with the flat center and the neighbours as it is ever going to get, then Join the edge parcel back to the center parcel

Unfortunately, the limits make the land look fake. The sim butts up against a null ocean and I can't lower the land to the waterline so now there's a  ridiculous cliff. There has to be a way to beg for special dispensation. I know LL has a very small SL staff anymore, but this situation is just stupid.

yes that's not good. Mainland continents that are incomplete.  Best you can do is file a Support Ticket and ask. Not sure how you will get on

only other thing I can suggest in this case is to drop a cliff face object down into the water, so there is at least some aesthetic flow

Go ahead and take Rolig's advice, but I doubt that LL will allow you to terraform beyond the +/- 4m limits.

When LL created the Mainland, they contoured the land.  It was all smooth, with none of those little "cliffs" you find nowadays, where people have terraformed their parcels to suit themselves, with no consideration for neighboring parcels.

If your land features such unsightly cliffs, and you can't lower your land to match your neighbor's, the only thing that can be done is to talk to your neighbor and see if they're willing to raise their land a bit, to match yours.
