Terraforming blocked in region but see neighbors w raised ground

I tried to level my plot of land to set my house down. But, terraforming is blocked in my region. I see neighbors who have seemingly raised earth for their house to be level but how can you do that if terraforming is blocked? My land has a slope and my house looks really weird since I can't set it down. I guess I might have to sell the plot and find a flat place. Ugh!

If you right-click on that flat part, does it really behave like land, or is it a prim (probably mesh) that's been textured to match the terrain texture? Even if the neighbors didn't do the artificial terrain thing, you certainly could -- and you'll have a more interesting parcel for not being just another flat building site. (Admittedly, there are some parcels where traditional "houses" just won't work, but those can be especially interesting, with assorted rooms scattered up and down the slope.)

Also, is this Mainland?
