When you are Account Verified, your profile will say "Payment info on File" or "Payment info used" your profile says: No payment info on file. This is why you can not change your maturity rating in preferences.
Look at your Account Summary on your dashboard, is there something filled in for "Credit Card Type"? Also look on Billing information, does it say You have Credit Card Billing Information on file across the page in quite large text?
If they aren`t there, something must have gone wrong when adding the info. Try again or call the billing number (the call is free)
