suggesting you do what the page says... mostly when it's on hold  : contact support,

or check your support history. Accounts don't go on hold without reason.

posting here won't be of any help.

I don't think you'll be able to downgrade your account until LL takes it off hold...especially if you own any Mainland, have a Linden Home, or have donated any land tier to a group.  You would have to be able to log in to deal with those issues, before you could downgrade.
