You are using some scripted object that wants to animate you (or stop animating you) but has been poorly scripted. It is telling you that the script has not received your permission to do that, probably because the person who wrote it didn't ask properly. It's not exactly a newbie scripter mistake, but it's a common one. There's not much you can do.  If you own the object and can identify it, stop using it.  Replace it or throw it away. If it belongs to someone else, don't use it.  Of course, if you are the scripter and therefore have access to the script, you could always go in and fix it.

This happens to me a lot (with a single error message, not an unending string of them) when I rez a box from a store that would have preferred to be attached to my avatar (for example, the boxes that look like shopping bags.)  They want to make your avatar do a "bag holding" animation, and they can't because they aren't attached to you.

When you delete the object that's producing the error message, they will go away.
