I've possessed Eloh Eliot's skins and PSD files for years since she first released them. Although not comparable with the latest skins, they are a wonderful exercise in how to how to create a complex layered skin file and for playing around with ideas. Without buying the skins on Marketplace and I'm not going to do that, I can't tell how they differ from Eloh Eliot's original skins but the vendor is perfectly within his/her rights to modify and resell the skins. Many people used those skins and modified them with new makeups, lips etc and sold them inworld very cheaply or gave them away.

Eloh Eliot originally made no stipulations as to what people could do with them but subsequently clarified this with her BSD licence which can be viewed from the link on Vint Falken's website.

Vint Falken mentions Eloh's request that derivatives of these skins be made available free too but there is nothing to stop people modifying and reselling them.
