Teleport problems

Can anyone help?   I have an issue with the teleport option.  I can teleport to places just fine, but I can’t offer or request a teleport to anybody.  The offer/request options are grayed out. What can I do to fix it?   I am running the Firestorm viewer, but I have the same problem when I switch to SL viewer, just can’t offer a teleport to anyone. Please help !   Thanks.

Do you have RLV activated?

 No, I don't think so.  Yes, I was playing with it before but as far as I know it is not active.

RLV doesn't stop you offering teleports except under very specific restrictions, which would be pretty obvious, such as not being able to start IM's, not being able to see your current location, etc.

Contrary to uninformed rumour, simply having rlva enabled in a viewer does NOT cause most bugs.

I was not implying that. If they had answered yes i would have gone further into the specifics. I am aware that RLV doesnt prohibit anything without being told to do so.
