Search for whatever you want and then choose "license" from the filters to limit your search to only those that allow for at least "reuse, modification and commercial use" (the last if you want to sell them). You will likely find loads of not very good images, but at least you can do what you want with them. Will the result be art? Maybe, maybe not. Yeah I know it can be done and I would like to see or at least hear about the idea OP has in mind. That being said: I was a bit shocked by Robert Mapplethorpe’s art photos when I saw them in person at the Guggenheim. (“So THAT’s what the conservatives were complaining about.
