Here are a couple teaser images for what we have in the works:

That simulation of a 22° Halo around the sun has the colors in the wrong order, Rider. Red goes on the inside. The interior of the halo should also be a little darker than the surrounding sky, and the outside a little brighter.

That said, you also can't have a nearly full moon up in the sky near the sun, and I've been tolerating that forever. Right or wrong, those simulations are pretty.

Think of it as a bit of artistic licence.

...pulls you over for spectrum reversal, checks your license, and lets you off with a warning and a free windshield scraper*.

* I got one  from a WI state trooper years ago, for speeding on my way to Thanksgiving dinner. Asked if I could get another by speeding on my return home, he handed me a second, saying "Save me the effort."

Not what I meant. Will mainland residents who own entire regions get this feature, or just private “non-mainland” regions?

Mainland region owners don't get access to the Alt-R region panel, so no.

They will be able to do it at the parcel level.

Parcel owners should have access to all EEP features (unless the estate managers have explicitly specified otherwise.)

The only exception to this will be sky altitudes (equivalent to what Firestorm calls "zones").  These are only settable at the Region level.

I'd guess that llGetDayOffset would return how far the day cycle is into llGetDayLength.

llGetDayOffset and llGetRegionDayOffset return the number of seconds from GMT that the time is shifted when calculating the current "time of day" or progress through the day cycle.  So for day cycles set to 24hours  it will be roughly equivalent to a time zone.

From memory, the calculation is as follows:

daycycle_pos = ((GMTNow + DayOffset) % DayLength) / DayLength;

How will this work with group owned parcels and land Rider?

(I believe this is my first post so excuse any etiquette I missed)

Edit: nope, seems there are 4 other posts out there somewhere, oh well
