For some reason Account verification (adding payment info ro your account) seems to be a more reliable way to get your maturity rating to be changable. Age Verification should actually be better but doesn`t always trigger it. You can either add payment info too or submit a ticket saying that you are age verified but your maturity rating is still stuck on moderate/mature.
