Upgrading grandfathered sim ?

My question might be silly, but I cannot find the information anywhere.

If I buy a grandfathered sim from someone and wish to upgrade it to 30K prims, is that possible? And if it is, will the price jump to modern price or be calculated to fit the grandfathered rates?

From the Managing Private Regions section there's this :-  

The link is meant to go to the part with the heading 'Increasing Land Impact', where you can see that the grandfathered monthly payment goes from $195 to $225 in addition to the one-time fee of $30.
