The person owns another 5504 on the other side of the sim - a bit west of the plot for sale on that sim

Am I embarassed or what!!

I know about having mulitiple parcels in one region and use the prims on a different plot. I even did it myself!

I must have been blind, I tried to find out if there was more that one plot there in her name.

Here's the opposite situation.

Linden Labs owns only these 16 m^2 of this sim.

This Linden road clips one tiny corner of the Royal sim on Heterocera, and LL only owns these 16 square meters. A real estate business has the rest of the sim. These 16 square meters have only a 5 prim allowance. There's no other LL-owned land in the sim to provide extra prims. If a vehicle goes through this parcel, it will be returned because the parcel is out of prims.

There's no easy way to fix this. The LL moles placed traffic cones to warn people off, which works.
