Clarification about tier free land for premium members

I'm a premium member so any land I buy over the free 1024m, fees are charged but are those fees added on to my yearly payment or charged monthly?

Monthly. Those are land fees.  Any landowner pays them, whether they are Basic or Premium members.

Check the bottom of your Account Summary page and you'll see the monthly date for that billing.
