I dont remember the name of this place..famous place, freebies, pirate boat in the south with more freebies, coloured skull shoes, anyone remember?

That's not a lot to go on.  You might be thinking of Yadni's Junkyard, but that's gone now.  If you want free boats, check out AleyMart, both in world and on the Marketplace.  Aley has nots of pirate-type stuff.
