Not for the moment.

In the future they will implement the option of a name change for a fee, though we don not know yet how high that fee will be.

As Syn explained, you cannot change your complete user name just yet.

But if you are ok with using a display name, you can do that inworld while editing your profile or on the web, at https://my.secondlife.com/settings/profile . Think of it as a nickname which will not completely hide your original user name.

And even in the future when they offer the name change, my understanding is that it will not be restircted to only Premium accounts -- though they might get a lower fee for it.
