Creating

I'm a new player and I'm looking to try my hand at trying to create some things, but I'm unable to find someplace where that is actually allowed.  Can someone give me some guideance on where to go to get started?

You may build on land that you own, or that a group you belong to owns (if the group had given you permission), or in any sandbox. Use your Search tool to look for "sandbox".  In general, unless you see a symbol in the upper bar of your screen that indicates that building is NOT allowed where you are, you may build.  

EDIT: It has been ages since I needed to use a public sandbox, but I know those places can get crowded.  The busy ones also seem to attract  occasional morons.  When you search for "sandbox" in Search, scroll down the list a bit and choose a less popular one.  When you arrive, be sure to look for and read any local rules.

I suggest some schools. There are several long time schools that teach all sorts of things including building. 

New Citizens Incorporated (NCI) is one and Caledon Oxbridge another. You can check for classes in the EVENTS section of search.

Or Builder's Brewery, which probably has the largest variety of class offerings for creators.

There are also some moderated sandboxes around, they come with rules and restrictions but usually with helpful moderators.
