This isn't Jethro Tull (as the video title suggests) at all, but Blackmore's Night's 'Wind Dance of the Fairies'. But I posted this version for the 120-yr-old video footage..

 Blackmore's Night reminds me of Fairport Convention...

And any vintage railroad film reminds me of Buster Keaton. Here's his last silent film (thanks to @Dillon Levenque for bringing this to me)...
