If you click the link given in the message there, and search for the word 'access' you'll come across the following section:

How do I know if I am eligible to access Skill Gaming Regions?

The easiest way is simply to attempt to enter a Skill Gaming Region. You can check the list of prohibited jurisdictions and age requirements. It is your responsibility to know which jurisdictions are prohibited and to refrain from activity in a Skill Gaming Region if you fail to meet the requirements.

Click the link of prohibited jurisdictions and age requirements given there and you'll find out whether it's because you're under the age limit for accessing a skill gaming region, or you're connecting to Second Life from a US state that prohibits access (the states are listed on that page).

do LL have your current billing information on file?  <-- YES
Are you a resident in one of: <-- Guam and Bulgaria

In that case, I see the FAQ suggest

Note: If you believe you meet all requirements for access, but are still unable to enter a Skill Gaming Region, please try resubmitting your current billing information and re-logging into Second Life as a first step toward troubleshooting

If that doesn't work, you may need to open a support ticket (or contact live chat if you are a premium member).

Hmmm, so if I ever move to one of those uptight states and for some odd reason also want to play the skill games in SL, I should be sure and NOT update my address with LL.  B|

I think they go by IP address. That's one reason they can get your location wrong -- you might be in one state but the ISP's data center is in a different one -- one of those uptight states.
