No one can change an image that you have in your inventory.  Nor can they change a picture (a prim with your image texture on it) in world.

However, if you give someone a photo you have taken, and the Next Owner permissions are set to Modify, then yes.  They can download that image to Photoshop, edit it however they like, and upload the revised version.

If you simply have the image displayed in world, for example as a picture at an art gallery, others cannot modify it.  But they CAN take a photo of it, save that on their hard drive, and then edit it and upload the result.  It will have a little lower resolution than your original, but that should not be obvious to the casual viewer.

The user name and the sentence structure are Indo-Aryan (Punjabi maybe?)  so... I think the question is "how do I change my avatar picture?"  

Answer:  Open your profile - drag the picture you want and drop it. Or double click your profile picture and choose a texture / picture from your inventory.
