I am unable to use voice...I have downloaded phoenix and also emergence and am having hte same issue

Additional information would be helpful.  Have you enabled voice in Preferences?  Have you check that you have not accidently muted voice?  (lower toolbar, far right where you would adjust the volume if music were playing)

If you have a firewall program, you may be blocking the ports that Vivox uses to provide voice.  If you have Zonealarm, open it and look at the program restrictions -- be sure you give Second Life Voice permissions to access the internet.
