"The" TV?  You'll have to be more specific. TV sets, like everything else that you buy in SL, are made by individual residents.  There are dozens (hundreds?) of different TVs in world.  Many of them are probably relics that were created with ancient technology many years ago but are still available.  There's no way that anyone here will be able to guess how your TV works or why it doesn't.  Your only hope is to follow the instructions that came with it or contact the creator.

Adobe Flash is a security risk and is being replaced in Second Life by CEF, Chromium Embedded Framework, a newer technology being built into browsers on desktops, tablets, and phones.

The SL people making TV's are in various stages of catching up or not caring. Then there are the people that bought TV's and put them out for others to use. They too are catching up or have no clue there is a problem. Then there is the problem of the content sources the TV's connect to, which may not have updated to support CEF.

So, it is kind of a mess. But, it is getting better.

There are many TVs in SL, and as Rolig and Nalates have pointed out, some of them work with current SL technology, and some don't.

My own advice would be to forget about TV in SL.  There are LOTS better ways to watch video on your computer (YouTube, Netflix, Hulu, etc etc etc).  When you're in SL, spend your time experiencing SL!
