Sounds like you are running in Basic mode.  Prior to logging in, switch the viewer to Advanced mode.

If you are using the new release of the "official" SL viewer, maybe you are in Basic mode, which is a stripped-down mode with limited functionality.  To change to Advanced mode, log out and then, as you log back in again, select "Advanced" from the login screen.  You should see the full set of SL functions when login is completed.
