Try the Advanced menu in the top menu bar with CTRL+ALT+D, select Advanced -> Set Window Size.

Be sure to set resolution to the same as the TV is set to and that the TV supports a given signal, trying lower to 720p,  1080p, if problems.

I use NVidea card, but yours should also have software to adjust the signal , check CatalystControlCenter

Ohh chicken and hen...

But you see the normal Windows 10 desktop and other programs without problems, I assume. If you have another monitor (or uses a laptop) try and set the SL Viewer to lower resolution, for example 1024x780. Now you will see SL on the desktop as any program not maximized. If this is just black rectangle on the desktop when viewed on your TV, I would say, the problem much likely is the graphic card driver and OpenGL.

Right click your SecondLife application shortcut and go to "Properties", in the "Target" text bar put "-window" at the end of it.

This will force it to start windowed.

Most TV's have this issue because of how their firmware is designed for input changes, when it gets a full black screen its because it thinks the input is gone, it "resets" and sometimes gets stuck. Computer monitors generally dont have this issue because their firmware handles that change in input and will test to see if the input is still sending data.

When you shut off the signal to a TV it doesnt bother checking again if signal is still going through.

Try using

--set FullScreen False

(if you click the link in the description for the --set command on the viewer parameters wiki page it takes you to a list of debug settings, there are a few others relating to fullscreen and windowed mode so if that doesn't solve your problem you may want to browse through it and see if you can find anything else that may help fix it).

Edit: Just noticed from your last post that you say you already tried --Set FullScreen False.  Was that using the default SL viewer?  If so then your problem may be related to something else, since I just tested the command and it works fine.

It looks like the default resolution for the viewer in fullscreen mode is 1024x768, and there doesnt seem to be a way to manually set the resolution, but you can tell it to autodetect the aspect ratio using FullScreenAutoDetectAspectRatio or try setting it manually using FullScreenAspectRatio although the wiki isn't entirely clear on what the values for that are meant to be, according to the viewer Debug Settings window it's "Aspect ratio of fullscreen display (width/height)" but the default value is 3.0 whereas a 1024x768 aspect ratio would be 1.3 (and 1.7 for a widescreen tv).

Since the default value for FullScreen in the viewer is already set to false it seems odd that yours would be defaulting to fullscreen.
