In-world I have noticed a lot of art that was either plagiarized or just being used without giving credit to the original artist.

I'm pretty certain it's best to contact the artist but, is there a link I could give to them?  As in who to contact.  Is there anything else that needs to be done or can be done?

Note that while there IS a lot of "oh its on the web so it is free to use" mentality and hence theft, there are also many artworks that are in the public domain and are legitimate to upload. 

The difficult part is that you need to find and contact the original (real life) creator of the works. A long process ensues and most people aren't willing to deal with it. Some big companies like Disney, definitely DO file IP rights infringements.  So while most of us agree it is WRONG and while it IS against the TOS, pretty much nothing happens. Just so you know. This is NOT a new issue.

One thing you can do is only buy original works from artists who create their own work. Lots of SL artists out there.

Also, if selling it sure, its a nasty issue but, if someone uploads a nice painting image for personal use, most people don't really care.

If you're not the art creator himself, you can't do nothing directly.

You still can contact the original creator and fill him about what's happening here then it'll be up to the original creator.
