The longer answer is "I once asked the Lab this exact question, the answer was that on mainland you are expected to work within the limits of the land as it is now, they won't assist in any changes". There are a lot of tricks though, from mesh landforms, fake water, through to retexturing via prims. With a little creative landscaping most things can be achieved.
