If more than one belongs to the same person, that is a violation too. If they are spinning or more than 8 meters tall, those are against the rules too. The full rules are here. Hi, for the kind of ad covered in that policy, the "building" is part of the ad and included in the total height. If the sign is part of a real store or another place that real people would go, it is not an ad farm and the 8 meter rule does not apply.
