One random way is to open up the map, be sure to tick the box saying 'Land Sale' in the upper right - I'd also untick the other boxes.  Everything for sale will show yellow with a $. 

Another way is to pull up the Search window and click on the 'Land and Rentals' - click 'For Sale', put in a Area of 512 to 512 (or larger if you want) - under Type select Mainland, then click Go.

Just be sure that the parcel you buy is on the Mainland (not that you can "buy" a parcel on a private estate).  Your Premium land fee waiver is good for any Mainland parcel.

LittleMe has listed the best ways to search.  Until I bought my own region, I always found parcels by just exploring.  I'd find a region that looked nice and then look around to see what land was available.  I was just renting, but the same system works if you are looking to buy.

One additional note - Some of the best deals are buying Abandoned land owned by LL.  They show as For Sale on the map, but do not show in the Search.  The bottom of this article talks about buying Abandoned land:

Rolig and Lil have given you excellent advice.  If you'd like to practice some of these techniques, I teach a free class on land at Caledon Oxbridge University.  This week, the class will be on Saturday at 12 noon SL time.  It's free to attend!

One small point:  I don't think LL is selling Abandoned land any more.  If you do a search for it, you'll get results that consist of other parcels, where the seller has noted that there's Abandoned land adjoining hers, but no actual Abandoned parcels.  I think LL is only selling Abandoned land through the auction listings these days.
