Is it possible to give L$ to someone who is not currently online? If its possible, how?

Yes.  While you have your communications window open to send an IM to the person, Right click on the name and select PAY.  Specify the amount to pay and click OK.   There are other ways too.  As long as you are in world, you can always send L$ to anyone.
