It depends on your version of Windows.  For XP, use Start >> Run, and type cmd or command and then Enter.  For Win7 or Vista, it's just Start and then type cmd.

I'm on Windows 7 Home and it's Start > Run

In the Run window type cmd or cmd.exe and press Enter to get the MS-DOS window.

Edit: Just checked and typing cmd or cmd.exe in the Start > Search box then pressing Enter works too..never knew that!
