Yes, you can buy yourself a 512 plot.  You will have a prim allowance to put stuff on it and no extra monthly fee except your normal premium membership fee.

As Cinn says, your premium membership comes with 512m2 of prepaid tier. As you already know, you can get a plot with a Linden Home already on it. You can also get an undeveloped parcel on mainland. Linden Homes do not count against the prim allowance, but any home you place on an undeveloped plot will. You'll have to "purchase" your mainland plot, but that's a one off fee you can probably recover when you sell. For an additional monthly fee, you obtain more land. That's not an option with Linden Homes.

Though with the crazy land market in SL, do not count on this.  It takes a lot of homework to be a land baron.

Yep!  As the others have said, you can find a 512 sq m plot anywhere on the Mainland.  Purchase it, and you will not be charged a monthly tier fee.  You can find parcels for sale with two tools:  The main Map; check the "Land Sale" box in the map legend, and parcels for sale will appear in yellow.  And Search/Land and Rentals/View All Land and Rentals.  Use the parameters to limit your search to Mainland/For Sale, and a size of 512.

Some things to be aware of:

• Region Maturity Rating.  Regions are General, Moderate, or Adult.  Adult land is found only on the continents of Zindra and in the Horizons Experience regions.  Parcel owners can NOT change the maturity rating of their land, so be sure it is what you want before you buy.
• Land that is "protected" (bordering LL-owned roads or water parcels) tends to cost more, but you can be sure your neighbor won't build next door and block your access.
• You can form a group, invite your own alt to the group (to keep it from being closed by LL - groups need at least 2 members).  Then buy the land for the group and donate your 512 m2 of tier to the group for its upkeep.  The group will actually get 10% MORE tier, for a total of 563 m2...so you can buy a larger parcel this way, without having to pay more tier.
• You can buy a parcel larger than 512 m2, if you're willing to pay a monthly fee for it.  If you buy a 1024 parcel, your monthly fee is only on 512 m2, since your "free" 512 takes care of the rest...so your monthly cost is $5.00 US.
• Sometimes renting is cheaper than buying.  I recently found a 2048 "for sale or rent" parcel.  If purchased, it would have cost $L10,500 to buy and $15 per month in tier...but if rented, only $L635 per week, or about $10.58 US per month.
