Help: Seeking FullPerm or Trans/Copy Sparkle Script

I'm back again to ask if anyone would know how to make a script similar to this one so I could make wands (not for sale, just personal use and exchange)?

I cannot find anything other than basic emitters and have attempted to make them myself, however my skills towards such things are novice. Any insight would be appreciated.
