The usual reason for this is that you selected a Limit Buy (Best Rate).  This is an offer to buy X amount of $L at an exchange rate that you specify.  If the rate you chose isn't attractive to any sellers, it won't be filled.  The order will remain open until either it IS filled, or you cancel it.

If you cancel the order, the money will go into your $USD balance, and you can then use that to buy $L.  A Market Buy (Instant Buy) order will be filled immediately at the current market price.

If the above is NOT your problem, then something else happened.  Call Billing at one of the numbers below:
