i can't see someone in world but still show up on radar and talk to them in ims

Here's one way that can happen.

Two avatars are standing near each other...within Nearby Chat range.  But one of them is standing on one land parcel, and the other is standing on a different land parcel.

One or both of the parcels is set to "privacy" mode.  When that is the case, people outside the parcel can't see people inside the parcel, and vice versa.  Nearby chat can't be heard, either.

This land setting can be found in World/Parcel Details/Options tab.
