I cannot seem to get my RLV to work.

The SL viewer does not support RLV/RLVa at all.

 

You need to download and install a third party viewer that does support RLV/RLVa.

 

Options include:

RestrainedLoveViewer by Marine Kelly (creator of RLV)

Catznip Viewer by Kitty Barnett (creator of RLVa)

Black Dragon by Nirans (uses RLVa)

Firestorm by various (uses RLVa)

 

RestrainedLove looks most like the SL viewer and rlv is enabled permanently in it, just install and run.

The others differ slightly, have more feastures, etc., all the advantahes of a third party viewer, but you have to manually enable RLVa, this is an option in the preferences panel (press crtl+p), once enabled, you have to restart your viewer for it to take effect.

Only third party viewers support RLV/a, as several have said.

Pick a viewer from Third-Party Viewers. Of course the Restrained Love Viewer supports RLV. It also gets the RLV changes before other viewers... most of the time. Firestorm is the power users viewer of choice. It uses RLVa.

The differences between RLV and RLVa are minor, scripting stuff. But, pay attention to which your viewer uses and which your collar uses. It is possible to have problems if the viewer and collar use different RLV... but it is unlikely you'll see such a problem. Most people programing for RLV/a program for the lowest common denominator.
