I have a private region, can I have it deactivated with the possibility of activating it once again at a later date. If so how much does it cost to have it reactivated

Regions don't have a hibernation state.

You can always sell it, and when you'r back buy another one on the resident market... those go for a lot cheaper than buying a new one.
