The region does have an owner today -- a region cannot possibly have no owner at all -- so you ought to be able to see that information with the Region/Estate tools in your World menu.

It's a little hard to understand all that you wrote, because that's a loooong complicated sentence.  I think the only way you will get this sorted out is to submit a support case.  Be as clear as you can in describing the problem.  Be sure to include the name of the region and the name of the group that it was deeded to in the past. 

ETA: If you are concerned about a parcel, rather than a region, it's even simpler.  Contact the region owner and explain the situation.  The region owner can just reclaim the land and transfer the ownership back to you.
