Why i have to verificate my account with my id

yes you have to do this, it is not for paypal, but for Linden Lab.

They have to be sure it is you who transfers the money, and they need your RL information because of TAX laws they have to follow.

Normally it's a pretty fast process, but be sure to do it in the time window they set for it.

LL can/will keep your money locked if you don't answer.

LL is a US company, located in the US and must comply with all RL laws. 

LL probably is required that they have this verification on file by the IRS.  If you withdrawal over a certain amount in a years time, all at once or in smaller payments, they will eventually ask you to fill out a a tax form and send a notification to the IRS of the amount.  Whether this is taxable income will depend on your individual situation and how you file your taxes.

This is required even if you are not a US resident or citizen. 

If they didn't direct you to file a tax form, just submit ID, they must be required to verify that you are the person your PayPal account for.

So be sure to follow all directions they sent to you.  They can't legally release your money to you until you comply.  Specific questions about how to comply with this requirement can be answered by filing a support ticket.
