Question

I have problems with connecting to SL. The login screem hangs on "requesting region capabilities".

Now there are many topics on the internet about it, but there is no solution other then there is a router or DNS problem.

This problem occured after my computer crashed whilel I was logged in.

With my other account I can login using the same viewer, so if it was a router problem I couldnt have logged in on that account.

Also tried it on another computer behind the same router and also has the same problems.

Can it be that SL locked the account?

No, it can't.  You would get a very different message if that were the case.  That "capabilities" message means that you are not connecting fully, so you do not have access to several key databases where your inventory, avatar appearance, friends list, and other "capabilities" lie. If you have been using a wireless connection, don't. Linden Lab neither recommends not supports wireless because there is too much chance of data corruption and signal loss. Use a cable or DSL connection instead.  You seem to have already taken the preventive steps with your router, or you are at least aware of them.  If you have not yet rebooted both the router and the modem, though, do it.  Especially if your equipment is more than three years old, you may actually want to think about replacing either the router or the modem.  Consider other possible steps, like those discussed in Nalates's blog.

Other than the ones I suggested looking at in Nalates's blog? BTW, a clean install of the viewer shouldn't have any effect at all. It's a connection issue, not a viewer issue. It may be tangentially related to your account, however, since an account with more assets (like your main account) is more likely to have login issues than one with only a few, simply because it takes longer for the databases to connect and refresh in your viewer. If all else fails, try logging in with a text-only viewer like Radegast and cleaning up your inventory.

Yes, I imagine that is possible. As I said, an account with a lot of assets can sometimes cause login problems. If your av is wearing an outfit that gives it a whopping big Complexity, that might do it too. That's a lot of avatar appearance information to transmit at login time. Anyway... congratulations. I'm glad it worked.
