Melqt,

You are correct. The free membership does not come with any "perks" However you can certainly lease privately owned land on estates and place a house on it using L$ that you earn or purchase.

Take some time to explore and make friends and see what there is to do in Second Life. Then you can make an informed decision about what your own land status should be.

Is it only the Premium Membership that gets a small plot to call home or does this apply to basic membership, too?

[ edit ... wanted to be a bit nicer this year.. removed pointing at another correct but different point of view answer]

you don't get 250 prims and a parcel is not 512x512

the prim limit is 175 and the land size 512 square meters

As KarenMichelle and Alwin point out, one of the benefits of a Premium membership is the ability to have a free Linden Home, on a 512 sq m parcel, with 175 prims.  As an alternative, you can buy a 512 sq m parcel anywhere on the Mainland, put your own house on it, and not pay a monthly land tier fee.

If you have a free Basic account, you don't get that perk, but you can still lease land from a Private Estate owner, or rent it from another resident on the Mainland.

I teach a class on SL land at Caledon Oxbridge University, on Fridays at 5 p.m. SL time.  It's free to attend; maybe I'll see you there!
